The library has asked us to vote on the following proposed MOU.  We, the negotiating team, find it lacking in several respects, and have submitted a counter proposal.  Depending on the library's response, we may be voting on this MOU, or we may be voting on something different.

MEMORANDUM OF UNDERSTANDING

DAYTON METRO LIBRARY AND
DAYTON METRO LIBRARY STAFF ASSOCIATION
Library Proposal August 19, 2009

This Memorandum of Understanding is incorporated as part of the Collective Bargaining Agreement currently in place between the Dayton Metro Library (hereinafter referred to as “Library”) and the Dayton Metro Library Staff Association (hereinafter referred to as “DMLSA”). To better serve both parties’ concerns the parties agree to this Memorandum of Understanding that amends and supplements the collective bargaining agreement as follows:

1. Wage scales for all bargaining unit members will be frozen at July 1, 2008 rates. Pay increases scheduled for July 1, 2009 will be withheld. Step increases, longevity bonuses, and one personal day (eight hours of compensatory time) scheduled for January 1, 2010 will be withheld.

2. The Library agrees that there will be no involuntary separations except for dismissals for cause until December 1, 2009. If Reductions in Force are required, they can be processed beginning in November 2009, but the lay off date will not be before December 1, 2009.

3. This Memorandum of Understanding will expire at the conclusion of the current Collective Bargaining Agreement or as amended during the scheduled reopening of Article 42 unless made a part of the new Agreement or resigned as a Memorandum of Understanding for a new Agreement.

This Memorandum of Understanding becomes effective upon execution by the parties affixing their signatures.
