Negotiating Update - 8/7/09

When we started this process, the Library wanted to rush. They wanted to get an agreement in place now!!! Then the state budget crisis happened, and they wanted to wait until we had a budget. After we resumed, they were, once again, in a big hurry. All of this is understandable. Until this week, which is where it starts to get confusing.
